I think this was just an error on my part on syncing the bits up.  I
picked the wrong level directory when I did the sync, and I should have
included the Fedora/.

/pub/alt/stage/%{name}/%{flavor}/%{basearch} is what we should be
shooting for, although name is a bit freeform (which is why we report
the URL in the ticket)
