Enable branch compose SOP

Should this be added to 
https://fedoraproject.org/wiki/Mass_Branching_SOP and if so, which section?

I'm not exactly sure what the text means or how to integrate it.  Could 
someone with knowledge of this process add it to the SOP or let me know 
if a fresh page should be created?
