this looks like a Hercules error to me, you can try running Hercules
under strace, could be a problem with loading the module for crypto
instructions

the reason for this error is missing root device, but when it happens
very early, then dracut couldn't download the install.img file that
contains the real installation environment, a full log from Hercules
would be helpful

please retry with plain 3.07, AFAIK the git version can have problems
sometimes
