Testing would get much easier, if packagers could provide some test
cases. The packager could send mail to -devel or -testing to get some
testers.

I think this is a bad idea. Just insert a null- %check section (package
gets a +1 from provenpackager, add a (pseudo-anonymous) +1 vote and
voila: package goes directly to stable.

Testing is costly, in each case. Seems like testing gets suppressed this
way.
