Cannot add user F17\Rawhide, anyone else?

Do you have SELinux enforcing?  It sounds like it might be an issue that
I've hit where upgrading from F16 to F17 left broken labels in /etc, and
running 'restorecon -r /etc' cleaned things up for me.
