F16 TC1: Bootloader stage 1 target dev snafu

The message comes at the point where Anaconda would normally
as if the user really wants to make changes to the disk(s).  There
is no log as far as I can tell.  The various vtys do not show anything
interesting.  It just insists on needing this target without giving
the slightest hint how to make this target.

This is with today's 64 bit 16.tc2 net install.
Do not pass go.  Do not collect ....
