F18 Desktop wrong keymap (Xfce)

It appears to be a GUI problem.
I got so used to having to type in the wrong characters to login.
I thought in was limited to LightGM

It I put telinit 3 on the kernel line.
keymap is correct GB,
If booted to Desktop,
keymap is US.

Does not hold values enter into system-config-keyboard (United Kingdom),
over reboots.

I have noticed that
cat /home/frank/.config/user-dirs.locale
en_US
both user and root dirs
changing to en_IE doesn't do anything.

Was not a problem in <=F17
