What??! Linux is much better than windows here. You can type Arabic letters
(though it doesn't look nice) but read them very nicely if you use Konsole
(kde console).

The problem doesn't lie in the shell layer but the terminal presentation 
layer. In other words we shouldn't speak about bash, tcsh, zsh here but about
Konsole, gnome-terminal, rxvt, mlterm, ....

In Konsole there is an option on the settings to enable Bidirectional support.
Enable it first.
