Translation guide

Hi all translators,
Among Japanese team, the consistency of "Language Team" in the header
has been pointed. Because for ja files, some file has default (eg,
Japanese <kdeveloper at kde.gr.jp>), other file has i18n-list at redhat.com
etc. I think this is great idea to have its consistency rather than
leaving default.
For example, All translation teams have same one such as
i18n-list at redhat.com, Each translation team decide what they should
have, etc.
Could you mind to tell us, ja-team your lang-teams idea?
Also I'd like to suggest that this also can be included in our
Translation Guide.
