hwclock broken?

I see the exact same issue on a Dell Dimension 4700, on top of this the 
time jumps always one hour early apparently "misunderstanding" the timezone
(+1 GMT), which however is set correctly (and the system clock UTC or not UTC 
is also set correctly).
