You may want to check the default output in PA. It sounds like it is
getting changed when you plug in the USB sound device. This would be
especially true if you booted with the USB sound device, and later
removed it.

I missed the start of this thread, so I do not know if your sound
card is being detected as card 0, or card 1. (aplay -L) If it is
card one, then the USB sound device is probably being dected as card 0.

One nice thing about PA is that you can select where the sound
output of a specific program goes. You can have the system sounds go
to your sound card, and HF radio going to the USB sound card.
