the solution was a offlist-answer

"grub2-mkconfig -o /boot/grub2/grub.cfg" instead "grub2-mkconfig"
what a mindless crap compared with the old GRUB until F16
where you simply edited "/boot/grub/grub.conf" and every kernel
update used the values for the new entries - this was one
of the real benefits of fedora until now

which braindead guy decided that "grub2-mkconfig" only goes
to standard-output instead i the config AND wrote the comment
without any hint in "grub.cfg"

laughable that you have to read manuals to do the same as
all the 8 years before since FC3 for a boot-manager

[root at testserver:~]$ cat /boot/grub2/grub.cfg
#
# DO NOT EDIT THIS FILE
#
# It is automatically generated by grub2-mkconfig using templates
# from /etc/grub.d and settings from /etc/default/grub
