how to fully delete user account? [SOLVED]

Good evening,

Nalan provided the needed information.  The directory "/var/lib/AccountsService/users/" did have a configuration file for the deleted user.  I deleted that file, re-created the user, logged in as that user, and everything was English.  Thank-you, Nalan.
