F18, Gnome: displays failing to span

A further update. It appears that it's related to this bug:

    https://bugzilla.gnome.org/show_bug.cgi?id=663690

The real issue / bug seems to be that the gnome-shell panel is appearing
at the top of the bottom screen rather than at the top of the top
screen.

If I could work out how to move the panel, my problem might be solved.
