I did spend a lot of time on this some time back but never found a workable solution within KDE. In the end I created a BASH script which called xrandr with the correct arguments to set my two - different sized and resolutioned - screens as I wanted them. I then added that to the startup using "System Settings" -> "Startup and Shutdown"
