Yes, I know. 

More than one file is involved when the theme is changed.  I noticed that not all files are reverted but haven't had time to narrow things down.  If I have time today I may look more into it.

Yes, but the problem does appear to have existed when xfce version was changed.

Anyway, I think you are not alone.  Besides, every window manager has some feature that isn't to the liking of some user.
