I upgraded some workstations this week from 20 -> 22 with fedup 
(--network) without issues, in some machines needed to use 
--product=nonproduct but no other issues. I was unable to upgrade from 
ISO or device.

Just update the system before fedup or at least do: yum update fedup 
fedora-release
