Fedora is a multi-faceted and decentralized project, meaning there
isn't a single authority to appeal to with feedback. Discussions on
this topic have been ongoing on the users and developers mailing
lists, for example.

I just want to note that I believe there IS a Gnome Classic available
in Fedora 15 and 16. I've logged in to it myself on Fedora 15, and I
understand there were improvements to both Gnome 3 and the Classic for
Fedora 16.

If what you are looking for is a Fedora Spin that has Gnome Classic by
default, there is a process for making that happen:

When there is a critical mass of interested people, they can get
together and work up a formal spin. A Fedora Remix can always be
produced without many special requirements:
