I haven't had to reinstall since F 9 at the latest, possibly since F 8. 
  I know I used preupgrade to go from 9 to 11 (skipping 10) and for 
every release since up to 14.  I expect to do the same once the 
last-minute bugs in 16 are fixed without any trouble.
