The cli_* modules are obsolete and leftovers from a development release install. You need
to remove
/usr/lib/python2.4/site-packages/cobbler/modules/cli_*
The RPM should have taken care of that.
I'm guessing maybe he didn't install from the RPM?
RPMs are your friends :)
