Looking at our code in pkg/packagekit/updates.jsx, we request all old transactions so they should all show up. [1] On my test system I don't have enough transactions to determine if Cockpit limits it.
Can you provide more information about the distribution you use and what version of Cockpit?

My file log updates contains /var/log/apt/history.log. There are 17 transakctions. In the cockpit, I see only 3 and the older ones are removed from the list

Unfortunately PackageKit and direct apt updates are tracked separately. In Cockpit you can only see the ones done via PackageKit, i.e. `pkcon update` or from Cockpit.
