I have managed to create the initial version of the package for dotnetcore
which builds from source. It uses RHEL SRPM's and the trusted binary
payload in them. I've also added SHA256 checks so we know for 100% that the
files we are using are checked in RHEL. It now installs to
/usr/lib64/dotnetcore as it should.
Of course it uses the Rover tool we mentioned to build the .NET Core
itself. (thanks to tmds for the steps)

The spec file is in the github repo and there are a few issues where we
can discuss the next steps. Maybe I should have made the repository in
pagure, please let me know Rhea. :)
I would love if you guys can check the repo and test the RPMs on your
systems. Please report back if there are issues.
