When I check EPEL's wiki for the latest version of the epel-release package the link appears dependent upon a version (ex. el7 is 7-5 - http://mirrors.kernel.org/fedora-epel/7/x86_64/e/epel-release-7-5.noarch.rpm http://mirrors.kernel.org/fedora-epel/7/x86_64/e/epel-release-7-5.noarch.rpm), is there a static link that always links to the latest el7 or el6 version of the epel-release rpm?

on CentOS you can just run a 'yum install epel-release' and it will do the right thing.
