I did retire these packages before they got into RHEL7. Is it that their
builds still exist? IIRC, there was a bug in fedpkg because of which
'fedpkg retire' didn't delete the build (did happen with docker-io),
perhaps that was the case here too?

Yes, there were some bugs in fedpkg which are corrected now. I now made
sure that they are properly retired. They should be removed from the
EPEL repos with the next updates push.
