[epel7] tomcat-native package update from 1.1.33 to 1.2.12

Hi,
i am going to update tomcat-native from 1.1.33 to 1.2.12 in epel7,
given that the actual epel7 tomcat version is 7.0.76 which bundles
tc-native 1.2.12. [1]

I will release the updated tomcat-native this week in the testing repo.
