If the SKIP codes are not redistribution even in source form then we should respin the tarball like Debian does.
(The same should be done for kiten - Fedora should really ship kanjidic as a separate package like Debian.)

and built for rawhide, if this change is okay, I will push updates for fedora 19, 20.

Thanks! Can you add a comment above Source0 explaining how to generate tomoe-stripped-0.6.0.tar.gz from the upstream tarball.
Something like:
