Description of problem:
An update to libchewing runs in its package script:
/sbin/install-info --delete /usr/share/info/libchewing.info /usr/share/info/dir
That results in such complaints:
install-info: warning: no info dir entry in `/usr/share/info/libchewing.info'
Indeed, in the supplied file /usr/share/info/libchewing.info.gz there is no
info entry and a search for libchewin in a /usr/share/info/dir menu will fail
as install-info has nothing to add.

Ah, you are right, because when imsettings is not run for Gnome3,
we still get XMODIFIERS=@im=ibus and as ibus is not running, this
breaks the dead keys for Emacs.

Yes, either of the two would work.
But: Because switching keyboards in the panel changes the gtk input context to
"simple" again (same effect as GTK_IM_MODULE=simple), the handling of
the deadkeys in gnome applications (like gnome-terminal) still changes
as soon as the keyboard layout is changed.
