Description of problem:
My system uses GNOME 3.6, pt_BR.utf8 locale and Portuguese (Brasil) keyboard
layout. The locale and keyboard settings were made using the gnome control
center. With this setup Jabref ignores dead keys, while they worked in F16.
Jabref is a Java (Swing) application, I suspect this problem affects other Java
programs as well.
I'm assuming this is related to the GNOME and ibus integration.

I see, but sometimes software interactions are subtle and seem to defy logic.
But, surely you are well aware of that.
For instance, I've tested and discovered that the bug does not show if the
locale is set to en_US. But, it is present if the locale is pt_BR. I suspect
en_US receives especial treatment and makes bugs like this pretty hard to
reproduce by most developers.
Also, there are a bunch of SELinux AVCs when using an updated selinux-policy.
But, these are unrelated to this problem, as the bug is reproducible using a
fresh install as base. To make testing easier it is best not to update
selinux-policy.
So, I'd like to stress the info on comment #2 and register detailed
instructions to reproduce the bug:
* Make fresh install of F18 and apply no updates.
* Select the pt_BR locale.
* Install a keyboard layout with dead keys. As a Brazilian keyboard isn't
common, I'd suggest "English (US, international with dead keys)". At this point
the bug isn't present in no form whatsoever.
* Update only the listed imsettings packages (1.5.1-2.fc18), reboot and the
bug appears in a deterministic way.
* To confirm, downgrade the imsettings update and the bug disappears.
Just to make it clear, all changes listed above were made exclusively using the
GNOME control-center.

I've made a fresh installation of F18 and applied updates selectively. I nailed
the problem to the imsettings packages:
imsettings-1.5.1-2.fc18.x86_64
imsettings-gnome-1.5.1-2.fc18.x86_64
imsettings-libs-1.5.1-2.fc18.x86_64
With the previous versions of these packages the problem disappears. Downgrade
seems an acceptable workaround.
Also, maybe it is not related, but opening the GNOME control center with the
most recent version takes a while sometimes and also kills Firefox and GNOME
terminal. It is not deterministic, but I wasn't able to reproduce it with
imsettings-1.5.0-2

Currently ibus-kkc seems to assume jp keyboard layout.
It would be good to support default layout by default
(if needed perhaps there should be a config setting
to override the default layout if necessary).
