After systemd is downgraded, the problem is not reproduced.
# dnf downgrade systemd systemd-libs systemd-compat-libs
# rpm -q systemd systemd-libs systemd-compat-libs
systemd-222-7.fc23.x86_64
systemd-libs-222-7.fc23.x86_64
systemd-compat-libs-222-7.fc23.x86_64
