If you enable Arabic XKB keyboards using ibus-setup in XFCE desktop, you can type "لا". However, if you are using the GNOME desktop, you need to add an input-method source like ibus-m17n or another method through gnome-control-center keyboard before enabling the Arabic XKB keyboard.
You can check the current engine by using the ibus engine command.
