I don't know about 'reasonable' or not, but it's definitely not sane for _both_ 'legacy' to be taken out of the path _and_ logind to still 'convert' xkb layout names to legacy kbd layout names: https://bugzilla.redhat.com/show_bug.cgi?id=981805
I'm pretty sure that loadkeys must have legacy keymaps in search path, because people can have them configured in /etc/vconsole.conf and we should not break their setups. Legacy keymaps should have the lowest priority though.
