It isn't completely fixed:

LANG=es_CO.UTF-8 firefox (appears in english)
LANG=es_ES.UTF-8 firefox (appears in spanish)

Same happens if es_XX hasn't a langpack (eg es_EC), I think these cases should
fallback to es.
