Description of problem:
The upstart package was introduced instead of the SysVinit package on RHEL6.
The manuals in English for the following commands are installed from upstart
package.
halt, init, poweroff, reboot, runlevel, shutdown, telinit
So, the japanese manuals translated for these commands in SysVinit should be
deleted from man-pages-ja.

Steps to Reproduce:
1. Install RHEL6 with japanese support
2. check the japanese manuals and the english manuals of the following
commands.
halt, init, poweroff, reboot, runlevel, shutdown, telinit
Actual results:
The japanese manuals for SysVinit package still are available.
Expected results:
The japanese manuals for SysVinit package don't exist.
Additional info:
The japanese manuals for the following commands in SysVinit on RHEL5 should
still be on RHEL6, because these commands are installed from sysvinit-tools
package on RHEL6.
last, lastb, mesg, wall, killall5, pidof, sulogin
