It seems clear now that im-cedilla was merely a hack to workaround the lack of X compose support in gtk-im-context-simple, which is provided through im-xim.so. Using im-xim.so should give us consistent keyboard input for all locales across X, GTK, and Qt applications which is a big usability plus for users dependent on X compose for writing their language.
I can only repeat my position on this:
We need a single input method framework and we need to tighly integrate it with keyboard layout configuration and the rest of the desktop. Tagging input method support onto desktops 'from the side' and trying to make it both 'desktop-neutral' and 'im-framework-neutral' is always going to provide an insufficient user experience.
