I'm pretty sure, having seen this first-hand now, the issue is that fc-cache is
not scanning the new /usr/share/fonts/default/Type1 directory after
installation because it mistakenly thinks its cache is up to date.

In other words, the problem needs to be fixed in fc-cache so that it spots the
new directory and acts accordingly.
