Lua packaging guidelines

Have created a pull request with initial version of Lua packaging 
guidelines [1]. Reviews and suggestions welcome.

Of particular interest is naming policy due to [2] which proposes to use 
lua-luautf8 though maybe this should be lua-lutf8? Possibly the 
following is helpful guideline:

%{name}     |  lua-%{name}
lua%{name}  |  lua-l%{name}

Note that Python packages prefer not to have Python twice, but not 
having the l above may result in name collisions.
