That sounds like there is something important missing in the current package.
Please download the runtime archive from
http://www.openapc.com/download/Linux/Ubuntu/dists/lucid/main/binary-i386...
, unpack it and copy the file usr/lib/liboapcwx.so to your local
directory /usr/lib .
In case there is no such file that should solve your problem. In case
there is already one, there is a problem with your library search
pathes (ldconfig).

user@host:/usr/bin$ OpenIServer
Can't bind socket to port: Address already in use
user@host:/usr/bin$ OpenPlayer
OpenPlayer: error while loading shared libraries: liboapcwx.so: cannot
open shared object file: No such file or directory
user@host:/usr/bin$ OpenPlugger
Usage: OpenPlugger [OPTIONS]
Example: OpenPlugger -p myproject.apcx -n RobotController_32
or: OpenPlugger -p myproject.apcx -i 29
-h for more information
System is running mySQL/Apache/php server as well
(Threw that out there due to the port already in use message)
ideas?
