works for me:
# dnf --disableexcludes=all --disablerepo=\*

--enablerepo=0 list perl-Set-Crontab
If I use that command I only get the installed package listed. If I "list
available ..." then it shows No matching Packages to list.
What do you have in a DNF cache? You call the repository
"epel", so the
cache should be stored under that name:
[root@CentOS8IC ~]# zcat
/var/cache/dnf/epel-b5d26fcfc308d1c4/repodata/b507c830598d82b04ddf37f1bfd361656acded61d328bb8a23f5ebf47c6e360e-primary.xml.gz
