qadevel down for upgrade

I want to get a newer phabricator build on qadevel so I'll be taking it
down shortly to do the update.

phabricator and qadevel docs may not be available during the next hour
or so but I'll send out another email when everything is back up and
running.

Upgrade complete. Everything seems to be working but as always, let me
know if you see anything that's not quite right.
