qadevel and phabricator downtime today

As a heads up, I'm going to be taking the qadevel host down later today
for some maintenance and a new SSL cert before the current one expires
on Wednesday.

I'm planning to start at 20:00 UTC and I don't expect the downtime to
last more than 30 minutes or so.

I hit a snag with the SSL cert today, so I'm moving the outage to
tomorrow at the same time.

The new time will be:
2016-02-16 @ 20:00 UTC

Phabricator has been upgraded and we're now using a SSL cert that
expires later than tomorrow :)

Let me know if you notice anything not working right
