[libqb] [patch] change the makefiles to use libtool and flaten the directory structure

This patch flattens the directory structure:

was
lib/tsafe/*.c
lib/ipc/*.c

now
lib/*.c

This cleans up the Makefiles quite a bit.

Also use libtool to avoid OS detection in the makefiles.
