Description of problem:
While trying to upgrade, I ran into an apparent conflict between fedup and SELinux, which is disabled on this particular instance. Without finding it as a requirement, I reached out to the IRC channel #Fedora for assistance.
Their response to my apparently supported use-case was vigorous, and let's just leave it at 'off-putting'.
The take-away is that SELinux IS A DE-FACTO REQUIREMENT going forward, and the documentation should to corrected to reflect this REQUIREMENT.

Upgrade documentation has the greatest presence in the Installation Guide, so I'm reassigning your bug to it and will do the work there.
