You may feel that way (and I may even agree with you to some extend)  but
this exact question was discussed extensively in Fedora devel list and
FESCo has agreed explicitly to continue with the spins.   So it appears
that the current model is for Products and Spins to live in parallel.

If we are starting off from a clean state, just doing products is easier
but we have a long legacy and it would be quite difficult to tell the large
community that has formed around some of these spins, especially KDE that
we only allow three products and nothing else.    Installing the
workstation product  (which has GNOME) to install KDE doesn't appeal to
many people for obvious reasons.
