Not exactly. While it is true that we at Fedora are moving towards making 
NetworkManager as the only tool required for all things network related, there 
are cases where NetworkManager fails to recognize the device and configuring 
using wvdial is the only option.

For instance in the case of the ZTE AC8710 EVDO card distributed for the 
reliance broadband+ plan. More info at the bz if submitted here:

NM is great but it's just not where you claim it to be yet.
