I agree it could be confusing. We could drop the arrows on the one
lower down on the page and just use that one for the leading front page
story. The rotating banners up top i think could show the leading
stories for other sections so you can jump to them (e.g., development /
FWN / events)

Yep, absolutely, and this can all be supported by WordPress.

I think this is a definite possibility but we should focus on getting
the website up and running first. It depends on what this team
(marketing) wants to do as a group I think.
