Fedora has decided only to support armv7 (& v8, but you can't buy that hardware). The RPi's ARM chip is armv6. As a result Fedora isn't building this but it's handed off to someone else to do a remix. AIUI they have to recompile everything, not just the kernel, so it takes a while.
