Are we using the certificates to actually help with the data transfer?
If we are, is there an issue where the the certificate format should be
pluggable, but we are assuming an x.509 format for the data transfer?

For import/export? we are, yes. If there's some other format that might
be supported in the future, IMO we mayaswell drop using certificate data
for import and rely just on json (though still keep the certs in the
bundle)

For import/export? we are, yes. If there's some other format that might
be supported in the future, IMO we mayaswell drop using certificate data
for import and rely just on json (though still keep the certs in the
bundle)
How much rework is there to only use json, but carry the certs along as
data?

a moderate amount of grunt work, but it shouldn't be hard; i suspect it
will result in a net decrease in code on the importer side. Dmitri can
probably speak more to this.
