This has always been a funny one, and I've brought it up in the past, in
the x86_64 repo:

gcc-gfortran(x86-32)
Apparently there is now 32-bit gfortran in 64-bit RHEL. Is there a
multilib blacklist for EPEL that we can add grib_api to? (I see similar
issues with php and java)

ScientificLinux provides python-libs.i686 in x86_64, so this isn't an
issue there.

SL has the needed TB as well.
Unfortunately my RHEL subscription just expired so I can't check that.
