Fedora 31 used by gating tests

Hello, PR #3867 (https://github.com/freeipa/freeipa/pull/3867) updated testing definitions replacing Fedora 30 with Fedora 31 during gating checks. Fedora 30 continues to be tested by nightly runs ( https://github.com/freeipa/freeipa/pulls/freeipa-pr-ci). Fedora 29 nightly PR was decommissioned.
