Not having permissions on all go packages also makes it much harder for the
go-sig to rebuild packages when `golang` or a go module has a CVE, which is
necessary due to go's use of static linking. Currently, we have to wait for a
provenpackager to be available to handle the rebuilds, which delays the
process.
